Teacher recruitment and teacher training for high-quality teaching

Report of the Standing Scientific Commission of the Standing Conference of the Ministers of Education and Cultural Affairs

In December 2023, the Standing Scientific Commission (SWK) of the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder published a report on teacher recruitment and teacher training for high-quality teaching . The report makes a total of eleven recommendations for teacher training, i.e. starting with studies, continuing through the preparatory service and on to further education and training.

  • Recommendation 1: Systematically collect data for a reliable and comparable forecast and close existing data gaps in all federal states.
  • Recommendation 2: Create transparency about the assumptions used in the forecasts in all federal states.
  • Recommendation 3: Model the demand for and supply of teachers in all federal states in a needs-based and comparable manner.
  • Recommendation 4: Target eligible students, especially non-traditional target groups, specifically for teacher training, especially for the subjects and school types affected by the shortage.
  • Recommendation 5: Improve studyability based on data and strengthen social and academic integration at universities.
  • Recommendation 6: Raise the status of teacher training at universities through structural anchoring and targeted incentives.
  • Recommendation 7: Establish cross-phase, reliable coordination structures and quality management procedures and further develop the transition between the first and second phases.
  • Recommendation 8: Design science-based teacher training in the first and second phases as well as the career entry phase with a strong focus on teaching requirements in the sense of cumulative skills development.
  • Recommendation 9: Open up a science-based, qualified second route into the teaching profession.
  • Recommendation 10: Further develop teacher training courses into a research-based, needs-oriented and quality-assured further training system (on the basis of a common quality framework for all federal states).
  • Recommendation 11: Expand further training and career paths for an additional teaching subject or special educational focus as well as for management and assistant functions in schools and teaching.
